Arizona Department of Economic Security:
Emergency Rental Assistance:
Rental Assistance available to renters impacted by Covid – 19. Households may receive up to $3,500.00 per month for a maximum of 18 months of rental and utility assistance. 13 Arizona counties and the City of Phoenix are a part of this program. Santa Cruz, Cochise and Pinal Counties quality to participate. Household income is limited to 80% of Area Median Income.
Rental Property owners may apply for this assistance.

Short Term Crisis Services:
Provides short term assistance to low income families during an emergency. A dependent child must live at home.

Arizona Department of Housing:
Housing Assistance Fund: Program Plan was approved in November 2021. It includes: homeowner assistance up to $25,000 per household to reduce housing cost delinquency, Broadband and Utility assistance, Monthly Mortgage assistance, delinquent property tax assistance, HOA liens and fees assistance. Income limit is 150% of AMI (Area Median Income). This program is limited to homeowners.

Home+Plus: Down payment and closing cost assistance program for borrowers not exceeding $112,785.00 yearly income. The DPA (down payment assistance) will range from 0% to 5%and is combined with a 30 year fixed rate mortgage.

Maricopa County:
Housing and Community Development Funding Notices

Maricopa County Draft Annual Public Housing Agency Plan 2022-2023: This draft plan for housing programs in Maricopa County may be read on the maricopahousing.org website. The Board of Commissioners is seeking public input. The vote is scheduled for March 23, 2022.

Home in 5 Advantage Program: Provides grants to buyers who qualify through an approved lender. There are income, price limits and other requirements. Teachers, military and first responders may qualify for additional benefits.

Rent Choice Housing Voucher: Payments made to the housing owner on behalf of the person or owner leasing the unit. The amount is based on the rental unit size (number of bedrooms). It was increased to 115% of the FMR (Fair Market Rent) in October 2021. (used to be called Section 8).

The County provides funds to local housing non profits to build and/or maintain low income housing solutions. Example: GEM Housing Solutions is building a 62+ facility in Surprise for low income seniors ($25,000 or less/year income).

HAMC (Housing Authority of Maricopa County) owned housing: HAMC owns and manages 500 units across 15 communities. This program has income limitations. Renters pay a monthly rent equal to the greater of 30% of adjusted monthly income or 10% of unadjusted monthly income. Communities include Surprise, Peoria, Goodyear, Tolleson, Avondale, Tempe, Mesa, and Buckeye.

Home Improvement Programs:
Emergency Home Repair: homeowners must be at or below 80% of Median Income.

Weatherization program: homeowners may apply for repair or replacement of water heaters, AC, insulation or installation of energy efficient light bulbs, smoke alarms and insulation. Household income cannot exceed 200% of Area Median Income.

Maricopa HOME Consortium: Receives HOME funds through HUD to use to preserve or increase affordable housing. Consortium members are Avondale, Chandler, Gilbert, Glendale, Peoria, Scottsdale, Surprise, Tempe and Maricopa Urban County.

Pinal County:
Public Housing: Pinal County owns public housing units and senior housing units. Rent is based on 30% of household income.

Rehabilitation Program: Assists with repairs and rehabilitation of houses owned by low and very low income homeowners.

Cities and Towns:

Avondale:
Home Repair Assistance: Available to those who own and occupy a home in Avondale and have an annual gross income that does not exceed 80% of the HUD Area Median Income. The program includes grants for minor repairs (AC, water heater, leaky pipe, etc.) or a no interest forgivable loan for major repairs.

First time homebuyer: Buyers must be first time homebuyers with income that fits within the HUD parameters. The City may provide up to $30,000 in downpayment, closing cost or principle reduction assistance with a no interest, forgivable loan. There is a home residency term requirement.

Tolleson:
Maricopa County operates two housing complexes in Tolleson.

Rental Assistance: The City operates a short term rental payment assistance program through their Community Action Program.

Housing Rehabilitation:
The City operates a home improvement program for residents who live in the Tolleson Redevelopment Area. This program is available to single family home owners in the redevelopment area who meet certain income limits.

Residential Demolition Program: property owners may voluntarily apply for help with demolition. If approved the City will pay up to 25% of the demolition cost.

Goodyear: Goodyear has information on several programs run through state government, county government or other agencies.

Surprise:
Tenant Based Rental Assistance: At this time the wait list is full. Funding for this program is through Maricopa County HOME consortium.

Community Action Program: Processing can take 6-8 weeks. This program is in partnership with El Mirage and Maricopa County and offers assistance during unexpected financial crisis.

Habitat for Humanity Homeowner Program:
A partnership between Habitat for Humanity and Surprise offered to low income families.

Heritage at Surprise: A recently completed 100 unit rental housing project in the Original Town Site.

Housing Rehabilitation Programs: Offers income eligible homeowners assistance with repairs.
The assistance may include replacement or repair of systems (AC, heater, water heater, Etc.). The program may also help with installation of health and safety accessibility modifications. The Home Repair Grant is up to $3,500 with no repayment. The Housing Rehabilitation program is a deferred loan for up to $20,000 in repairs. Both programs have income qualifications.

Glendale:
The wait lists for the public housing and Housing Choice Voucher programs are closed.

Housing Replacement Program: Homeowners, including manufactured homes, may apply for replacement housing if they owe $30,000 or less on the property and the cost of repairs exceeds the value of the house.

Home Rehabilitation Program: Homeowners receive a forgivable, deferred loan to make repairs like painting, roof repair, electric, plumbing or mechanical system repairs.

Voluntary Demolition Program: homeowners, commercial property owners or multi family property owners may apply for a grant to contribute to the cost of demolition. The property must be in the Downtown Redevelopment Area, a low to medium income area, or the homeowner must be low to moderate income.

Peoria:
Single Family Major Rehabilitation Program: Assists homeowners with comprehensive repairs and bring a property back to code if necessary. There is a minimum investment of $20,001. Income limit is the 80% Area Median Income. This is a sweat equity program.

Emergency Home Repair Program: Program is administered through Habitat for Humanity. Provides for emergency home repair funding for low/moderate income homeowners.

Tempe:
Tempe Community Action Agency: Provides emergency rent, mortgage and utility assistance for residents affected by Covid-19 and financially distressed.

First Time Homebuyer: Down payment Assistance funds are through the Maricopa County HOME program and HUD Block Grant Program. There are income and location restrictions.

Rehabilitation Program: Homeowners may apply for funds to for emergency repairs up to $10,000, a deferred loan for repairs up to $35,000, an amortized loan for repairs up to $35,000, or a rental reinvestment assistance to make major improvements in rental housing of maximum $14, 999 per unit.

Chandler:
Housing Rehabilitation Programs:
Emergency Repairs up to $10,000 (low/moderate Income)
Exterior Home Improvement Loan for low/moderate income. Forgivable loan up to $20,000
Home Modifications grant for people with disabilities. Grant amounts are up to $10,000

Public Housing Program: A family’s rent is subsidized. Grantees pay 30% of their adjusted monthly income toward rent. Rental units are owned and operated by Chandler.

First Time Homebuyer Program: home buyers with incomes below 80% of the Area Median Income are eligible to apply. Properties are community land trusts. The buyer purchases the structure, not the land. There will be a land lease, resale restrictions and shared equity.

Gilbert:
Gilbert does not operate its own homebuyer or rental assistance. Instead, they refer to the Maricopa County and State of Arizona programs.

Mesa:
Emergency Housing Vouchers: For those experiencing, or at risk of becoming, homeless or those fleeing from violence/abuse/trafficking.

Security and Utility Deposit Program: Assists low income renters with security and utility deposits.

Section 8 Housing Voucher: Assists low income renters a portion of their rental payment.

Veterans Affairs Housing Voucher: A HUD-Veteran Affairs program for chronically homeless veterans.

Project Based Housing Voucher: Provides rental assistance to low and extremely low income households residing at specific housing units.

Emergency Rental, Mortgage and Utility Assistance: Funding is available for a limited time. New funding of 12,000,000 as of Feb. 22, 2021. This program is directed at low income residents impacted by Covid-19. The goal is to prevent evictions, foreclosures and aid with utility bills.
Only Rental Assistance funds remain available.

Apache Junction: The City does not provide housing assistance for purchase or mortgage relief.

Housing Rehabilitation: AJ provides assistance to homeowners so they may address needed repairs for a safe, clean and livable property. The funds are available for emergency repairs and complete house rehabilitation.

Casa Grande:
Housing Rehabilitation Program: Owner occupied, low and very low income homeowners may qualify for this program. Household income cannot exceed 80% of area median income. Repairs such as electric, plumbing, structural qualify.

Maricopa: City does not have its own programs. Instead, it refers to the County and State programs.

Douglas:
Section 8 Housing Choice Voucher: Program is administered by the City of Douglas. Renters receive assistance so that they spend 30% of their net adjusted income on rent. There are income limitations.

Nogales:
Public Housing: The City owns and manages housing units. Rent paid is 30% of monthly adjusted income.
