Since March when COVID-19 became a concern, City public meetings have been online only.
Now some cities are opening their public meetings to at least some in-person public participants. Most cities have some limitation on number of people allowed in the Council Chambers, and many have overflow rooms for those who choose to attend in person.
Here are some of the cities now allowing at least some public attendees:

El Mirage
Goodyear

Chandler
Check your City website often to find when they will begin in-person public meetings again. Also, be aware – There are a limited number of attendees allowed at the meetings, so plan to arrive early.
